Market entry becomes easier to assess when the brand, local partner and technical advisers can review one accurate launch file. This checklist is a commercial preparation guide, not legal advice or a promise that a product is eligible for notification or import.
1. Confirm that each proposed product is treated as a cosmetic
Start with the product purpose, format and claims. The ASEAN framework describes cosmetics by their intended contact with external parts of the body, teeth or oral mucosa and their mainly cosmetic functions. A claim that implies treatment or a medicinal effect can change the regulatory analysis. Confirm classification for every proposed SKU before committing stock or launch dates.
2. Select a focused first assortment
List the hero products, variants and shades you want to launch first. For each one, record the brand name, product name, pack size, manufacturing site, country of manufacture, shelf life and proposed Vietnam retail price. A focused range gives the distributor a clearer basis for category, pricing, channel and inventory work.
3. Build a controlled product-document file
Prepare the full ingredient list using consistent ingredient names, the finished-product specification, manufacturing information, safety support and evidence for the claims used on pack and in marketing. Identify who owns each document, its version and the date it was approved. ASEAN guidance includes Product Information File, safety-assessment, notification, labelling, claims and GMP materials; the exact current Vietnam requirements should be checked with the responsible local party and competent authority.
4. Review ingredients and claims together
Do not review the formula separately from the consumer promise. Match every front-of-pack, website and campaign claim to suitable supporting evidence and check the current applicable ingredient restrictions. Keep a claims matrix that links the exact wording to its evidence, intended channel and approved translation.
5. Prepare the Vietnam label plan
Create a label-information table before final artwork. Include the product identity, intended use, ingredient presentation, directions, warnings, responsible-party information, batch and durability information, and any other information required for the specific product. Confirm which information will appear on the original pack and which may require an approved supplementary label. Do not print a full commercial run until the local review is complete.
6. Agree notification and responsibility
Identify the company responsible for placing the product on the Vietnam market and agree who will prepare, review, submit and maintain the relevant files. Vietnam's Drug Administration public-service system includes cosmetic product notification. Requirements and official forms can change, so use the current authority route rather than relying on an old checklist or another brand's submission.
7. Make the landed-price model auditable
Give the distributor the export price, currency, minimum order, case configuration, payment terms, lead time and available Incoterm. Model freight, insurance, duty where applicable, tax, local handling, warehousing, channel terms, fulfilment and planned marketing support. Evaluate contribution after the relevant costs instead of comparing retail price with factory price alone.
8. Prepare the commercial launch evidence
Share current markets, channel performance, hero-SKU logic, repeat-purchase indicators, approved creative assets and realistic marketing resources. Distinguish verified results from targets. For Vietnam, explain how the proposition can work across retail, pharmacy, e-commerce or TikTok Shop without assuming that every channel is appropriate.
9. Use a pre-shipment readiness gate
Before production or shipment, confirm that the product file, artwork, notification path, commercial terms, import documents, forecast, stock ownership, launch content and channel responsibilities have named owners. Record open issues and stop conditions. A signed readiness gate reduces the risk of stock arriving before the market, documentation or channel plan is ready.
Official starting points
Review the ASEAN cosmetics technical documents, including labelling, claims, Product Information File, notification and safety-assessment guidance, and the Drug Administration of Vietnam public-service portal. Confirm the latest requirements for the exact product with qualified local specialists and the competent authority.
